The Federal Employees Health Benefits Program (FEHBP) is nearing a half-century of quiet but distinguished performance as arguably the most effective government insurance program in history. FEHBP's success recommends it as a model not only for Medicare and other existing government programs, but also for health insurance in the private sector or even in future expansions of government programs. This monograph explores how the successes and failures of FEHBP can guide Medicare reform.
